Francisco Arellano was in charge until 1898 when Ricardo Blázquez took over. He was still Administrador subalterno del Timbre in 1906^{El Tiempo, Año XXIII, Núm. 7,666, 9 January 1906}.

Ricardo Blázquez was 1er auxiliar in the Banco de Coahuila in 1908.

He went on to be the first manager of the Banco Algodonero Refaccionario, S.A., established on 17 January 1933.
